China says it is displeased by a Japanese government report that criticizes China's military build-up.

Tokyo says a more modern Chinese navy and air force means Beijing's sphere of influence is likely to grow beyond Chinese waters. It said China can be expected to carry out naval activities in waters surrounding Japan.

Japan says China has taken an “assertive” stance in maritime territorial disputes with its neighbors.

Chinese foreign ministry spokesman Ma Zhaoxu said China's reinforcement and military modernization is entirely aimed at safeguarding its sovereignty and security. He said it does not target any other country.

China is embroiled in a number of maritime disputes with its neighbors over the mineral rich waters of Southeast Asia, including the Philippines, Malaysia, and Taiwan.

They have complained of acts of Chinese aggression, including fishing boat seizures and forcing oil exploration boats from the waters.
