Police in Uganda have surrounded the home of opposition leader Kizza Besigye, who was arrested several times earlier this year for leading protests against rising prices. Asian stock markets closed higher Monday. Tokyo’s Nikkei index rose 1.37 percent , to close at 9,086. Hong Kong’s Hang Seng index jumped 3.26 percent , to end at 20,260.
