Former Libyan leader Moammar Gadhafi has called for Libyans to turn out by the “millions” in protest against the provisional government that unseated him.

His call came in an audio message broadcast Thursday by the Syria-based Arrai television. Mr. Gadhafi also said rulers in developing nations who are now backing Libya's National Transitional Council should be ready for the creation of other councils that will replace it.

Mr. Gadhafi's whereabouts are unknown. However, fighting continues in his hometown of Sirte — the site of intense battles between NTC fighters and well-armed Gadhafi loyalists.

On Wednesday, Libyan military officials predicted their forces could capture the town, located about 360 kilometers east of Tripoli, within days.

NTC leaders have vowed to step down after the city is secured and the country's liberation is declared.

Meanwhile, NATO ministers are evaluating the Libya mission as part of a two-day meeting in Brussels.

French Defense Minister Gerard Longuet said Thursday that the NATO air campaign in Libya would continue as long as there were pockets of resistance and until the provisional government asks for the airstrikes to end.

Longuet said capturing Sirte would be symbolic, but areas of resistance still remain in Bani Walid and areas of the south.

In another development, a security chief in Tripoli says provisional government forces have discovered two mass graves in the capital region containing a total of about 900 bodies.

The security chief told reporters Wednesday the graves contained “victims of the old regime.” He did not elaborate on when he thought the victims may have died.
