The head of Britain's Border Force, Brody Clark, has been suspended over the incident.
May testified before the House of Commons saying, “As a result of these unauthorized actions, we will never know how many people entered the country who should have been prevented from doing so.”
The home secretary says she approved the initial pilot program to relax the rules for six weeks, but Clark approved the second six week period without proper authorization.
