China has lost an appeal at the World Trade organization over the export of raw materials.
The WTO Monday upheld a ruling that China could not restrict exports of key raw materials including bauxite, magnesium, manganese and zinc.
The United States, the European Union and Mexico had all launched a complaint against China in 2009.
They argued the restrictions pushed up prices on the foreign market and lowered costs for Chinese domestic producers.
China said Monday that it deeply regrets the decision but that it would abide by the ruling.
U.S. Trade Representative Ron Kirk said the ruling is a tremendous victory for the United States, particularly its manufacturers and workers. The EU trade commissioner, Karel De Gucht, said the outcome represents a success in EU efforts to ensure fair access to raw materials.
