Rwanda's foreign minister strongly denies allegations by international experts that her country supports mutinous soldiers in the Democratic Republic of Congo.

Louise Mushikiwabo calls the charge “disingenuous.” She says it reminds her of the rhetoric heard just before the 1994 Rwandan genocide of Tutsis.

She told a United Nations meeting in New York Monday that Rwanda would in no way be involved in destroying peace or taking part in any destabilizing act.

U.N. diplomats say a new report contains evidence that Rwandan military officers are helping mutinous Congolese solders known as M23. But Mushikiwabo says what she calls reports and rumors are giving rise to websistes encouraging attacks on Rwandans and ethnic Tutsis.

She says Rwanda is being made a scapegoat for problems in the DRC.
