U.N. envoy Kofi Annan says the United Nations Security Council will soon decide on the next actions to take in addressing the crisis in Syria.

Annan says that Syrian President Bashar al-Assad has discussed the possibility of forming a transitional Syrian government, offering the name of a person to represent Syria in talks with the opposition.

The U.N. envoy spoke in Geneva Wednesday after addressing the 15-member Council by videoconference.

Leaders of the Syrian opposition say Moscow's support of Mr. Assad allows violence in Syria to continue.

Members of the Syrian National Council opposition group met with Russian Foreign Minister Sergei Lavrov in Moscow, but acknowledged afterward that Russia — Syria's main ally — has not given up its support of Mr. Assad's government.

Lavrov reaffirmed on Wednesday Russia's position that both the government and opposition must halt all violence and that the Syrian people must decide the future of their country.
