The U.N. Security Council has delayed a vote on a new resolution on Syria, after a bomb blast in Damascus killed top Syrian officials.

The vote on the Western-backed resolution, which would impose sanctions on Syria, is now scheduled for Thursday. Wednesday, U.N. and Arab League envoy Kofi Annan requested a delay, saying he feels it is still possible to arrive at a compromise with Russia.

Russia backs an alternate resolution that does not include sanctions.

Also Wednesday, the U.S. imposed new financial sanctions on 29 members of the Syrian regime, and the White House said the bombing shows Syrian President Bashar al-Assad is “losing control” of his country.
