Japan is warning about the influence of China's military on the country's foreign policy, saying relations between the army and ruling Communist Party are “getting complex.”

The Japanese assessment is part of an annual defense review, released Tuesday, which said the shift in China is a “risk management issue.”

The report also highlighted the 30-fold increase in China's defense spending during the past 24 years.

Japanese Defense Minister Satoshi Morimoto said Tuesday that the sense of caution about the direction China is headed extends to other nations in East Asia.

The report also says the U.S. military presence in Japan acts as a “deterrent” and brings a sense of security to the region.

On North Korea, the report says the country's nuclear ambitions make it a major threat.
