Egypt's prime minister has chosen a new Cabinet that includes the outgoing finance and foreign affairs ministers.

Prime Minister Hisham Qandil met Wednesday with Foreign Minister Mohammed Kamel Amr and Finance Minister Mumtaz al-said, one day before he is to formally unveil his new government.

The new prime minister is the outgoing irrigation minister and was appointed last week by President Mohamed Morsi. He has said he will choose his new Cabinet based on the candidates' qualifications.

He is taking office after 18 months of political turmoil amid a power struggle between the elected president and the ruling military that took over after former President Hosni Mubarak's ouster.
