The British prime minister travels to Scotland Monday to sign a deal on a referendum that could break up the United Kingdom.
David Cameron, who opposes the breakaway, will meet with Scotland's First Minister Alex Salmond in Edinburgh to forge an agreement on the details of a vote on Scottish independence.
The referendum is expected to be conducted in late 2014.
A survey released earlier this month suggests only about 28 percent of Scots support independence.
England and Scotland were joined by acts passed in 1707.
British rule currently covers England, Scotland, Wales and Northern Ireland.
