Rwanda's military has arrested four top military officers, accusing them of illegal business dealings with civilians in the Democratic Republic of Congo.

A spokesman with the Rwanda Defense Force says the four are under investigation for acts of “indiscipline.”

Among those arrested are Lieutenant General Fred Ibingira, the chief of staff for the reserves force, and Brigadier General Richard Rutatina, the head of military intelligence. Rutatina has also been President Paul Kagame's security advisor.

The spokesman says all four generals have been suspended from duty and placed under house arrest.

In the past, Rwanda has been accused of illegally smuggling in minerals from neighboring Congo.
