Iraq has canceled a $4.2 billion weapons deal with Russia. Iraqi officials say a car bomb at an army base near Baghdad has killed at least 27 people and wounded many others. The blast occurred midday Tuesday in the town of Taji, about 25 kilometers north of the capital. There has been no immediate claim of responsibility.
